I. Introduction
The Campus Closure Procedure establishes academic and operational impacts due to inclement weather or other emergencies and assigns leadership, decision-making, and other critical roles in the event of a campus closure at the ÂÌñ»»ÆÞ (ÂÌñ»»ÆÞ). The Campus Closure Procedure is applicable to all students and employees at ÂÌñ»»ÆÞ.Ìý
Circumstances that may require ÂÌñ»»ÆÞ to be closed include, but are not limited to, inclement weather, floods, fires, chemical spills, air pollution advisories, or other similar disasters and acts of violent crime, terrorism, or other major threats to community safety.Ìý
II. Definitions
Essential and critical services personnel: Eligible classified staff and university staff positions that perform law enforcement, housing, food services, physical plant operations, snow removal or other services directly necessary for the health, safety, and welfare of ÂÌñ»»ÆÞ’s students, research operations, and community. These positions can be required to work or remain on campus to perform essential and emergency services without delay or without interruption during campus closures. III. Procedure StatementÌý
When academic or administrative operations at ÂÌñ»»ÆÞ are impacted by inclement weather or other emergencies, ÂÌñ»»ÆÞ may initiate a campus closure. A campus closure refers to a delayed start, early closure, class cancellation, or administrative closure, as defined by the Campus Closure Policy. Critical infrastructure and research will continue to be supported in the event of any type of campus closure.Ìý

- Employees and students are expected to be at work or class as scheduled.ÌýÌý
- Employees, students, and others should contact their instructor, supervisor, or event venue with specific concerns.Ìý
- Delayed StartÌýÌý
- ÂÌñ»»ÆÞ will communicate if classes and campus are subject to the delayed start. Employees, students, and others should contact their instructor, supervisor, or event venue with specific concerns.
- ClassesÌý
- A decision for a delayed start will normally be made by 5:30 a.m. on the impacted day.ÌýÌý
- All classes, events, facilities, and venues are open and on schedule after the delay period has ended.Ìý
- All in-person and remote (synchronous) classes with a start time during the closure period will be canceled.ÌýÌý
- All online (asynchronous) classes will be held as normal, and no classes or exams will be delayed or canceled due to a delayed start.ÌýÌý
- In the event of a delay during the final examination period, the provost and executive vice chancellor for academic affairs will provide a directive regarding exams according to the Final Examination Policy.Ìý

- Essential and critical services personnel may be required to report to their duty locations based on operational need and subject to their supervisor's determination.Ìý
- All other employees should follow the posted campus start time and refer to the Emergency Leave Guidelines provided by Human Resources for details on reporting times and leave options.ÌýÌý
- It is not expected for most employees to work during the delayed start regardless of work modality. If multi-campus or virtual meetings not impacted by the delayed start are scheduled, communication will be sent to impacted employees as early as possible. All other meetings during the delayed start are canceled, regardless of modality.ÌýÌý
- Early ClosureÌýÌý
- ÂÌñ»»ÆÞ will communicate if classes and campus are subject to early closure. Employees, students, and others should contact their instructor, supervisor, or event venue with specific concerns.ÌýÌý
- ClassesÌýÌý
- All classes, events, facilities and venues are open until the early closure time.ÌýÌý
- All in-person and remote (synchronous) classes with a start time after the early closure time will be canceled.ÌýÌý
- All online (asynchronous) classes will be held as normal, and no classes or exams will be delayed or canceled due to an early closure.ÌýÌý
- In the event of an early closure during the final examination period, the provost and executive vice chancellor for academic affairs will provide a directive regarding exams according to the Final Examination Policy.ÌýÌý

- ÂÌñ»»ÆÞ will communicate when classes are canceled. Class Cancellation may be issued in conjunction with an administrative closure. Employees and students should contact their supervisor or instructor if there are specific concerns.ÌýÌý
- ClassesÌýÌý
- A decision for a class cancellation will normally be made by 5:30 a.m. on the impacted day.ÌýÌý
- All in-person and remote (synchronous) classes will be canceled.ÌýÌý
- All online (asynchronous) classes will be held as normal, and no classes or exams for online (asynchronous) classes will be delayed or canceled due to a decision for class cancellation.ÌýÌý
- In the event of a campus closure during the final examination period, the provost and executive vice chancellor for academic affairs will provide a directive regarding exams according to the Final Examination Policy.ÌýÌý
- Administrative ClosureÌýÌý
- ÂÌñ»»ÆÞ will communicate how the campus may be impacted. Contact your supervisor or event venue if there are specific concerns. Events, facilities, and venues may be closed or canceled. Students, employees, and others should contact their instructor, supervisor, or event venue directly for questions regarding operating status.ÌýÌý
- PersonnelÌýÌý
- A decision for cancellation will normally be made by 5:30 a.m. on the impacted day.ÌýÌý
- Essential and critical services personnel may be required to report to their duty locations based on operational need and subject to their supervisor's determination.ÌýÌý
- All other employees should remain off campus and should refer to the Emergency Leave Guidelines provided by Human Resources for details on reporting times and leave options.ÌýÌý
- It is not expected for most employees to work during the closure regardless of work modality. If multi-campus or virtual meetings not impacted by the closure are scheduled, communication will be sent to impacted employees as early as possible. All other meetings are cancelled, regardless of the modality.Ìý

- Campus closure decisions will be made by the chancellor or the chancellor’s designee. The chancellor or their designee may consult with various individuals on campus and ask for recommendations, but the chancellor or their designee will make the final decision.ÌýÌý
- Conditions that may require any type of campus closure should be communicated through the executive vice chancellor for academic affairs, senior vice chancellor for operations or other appropriate vice chancellor to the chancellor or their designee at the earliest possible time.ÌýÌý
- Public safety is the primary consideration in campus closure decisions. In this regard, the assistant vice chancellor for public safety operations will be responsible for advising the vice chancellor for public safety on safety-related conditions. This recommendation will be made after consultation with appropriate ÂÌñ»»ÆÞ units, departments or divisions. This may include, but is not limited to, departments within the Division of Public Safety (DPS), the Division of Student Life, the Division of Academic Affairs, Facilities Management, and Strategic Relations and Communications. The vice chancellor for public safety will then advise the chancellor or their designee on the appropriate course of action.Ìý

- The assistant vice chancellor for public safety operations will initiate an advisory call to the vice chancellor for public safety if conditions are such that any type of campus closure is possible. The vice chancellor for public safety will then contact the chancellor or their designee. Once the chancellor or their designee has made the decision, the assistant vice chancellor for public safety operations will communicate that decision to the following units, departments, or divisions, which may receive inquiries from internal and external constituents or have follow up responsibilities:Ìý

- Strategic Relations and Communications will notify the ÂÌñ»»ÆÞ community via a RAVE notification and website posting on alerts.colorado.edu.ÌýÌý
- Strategic Media Relations will advise appropriate media outlets.ÌýÌý
- Receiving notifications:Ìý
- RAVE notifications are received by every colorado.edu email address and via text if a user has registered their phone number. They are also posted on social media, via a red banner on colorado.edu, on campus digital signage and via Alertus voice notifications.ÌýÌý
- Individuals may learn about alerts and how to register for text emergency alerts at alerts.colorado.edu.Ìý
- Buff Info, ÂÌñ»»ÆÞ’s centralized resource for all students, employees, and community members, will provide a recorded message for callers who are unsure about whether the campus is closed. The Buff Info line is 303-492-4636.Ìý
- The assistant vice chancellor for public safety operations will initiate an advisory call to the vice chancellor for public safety if conditions are such that any type of campus closure is possible. The vice chancellor for public safety will then contact the chancellor or their designee. Once the chancellor or their designee has made the decision, the assistant vice chancellor for public safety operations will communicate that decision to the following units, departments, or divisions, which may receive inquiries from internal and external constituents or have follow up responsibilities:Ìý
